Actually, this looks consistent to me. At least as consistent as anything else Cisco does. Changing the hello interval drives changes to the dead interval, but not the reverse. If the dead interval is set to the default (four times hello interval), and you change the hello interval, you will change the dead interval. If the dead interval is *not* the default, then it's assumed that you know what you want it set to (perhaps a rash assumption), and so in this case changes to the hello interval don't change the dead interval. Your changes seem to be consistent with this.
