Can someone clarify if the burst-normal and burst-max options of the
rate-limit command are inclusive or exclusive of the CIR? To rate-limit to
400kbps would I want 400000 0 0 or 400000 50000 50000

Additionally, is there a reason the CIR (bps) is in bits and the burst in
bytes???

rate-limit {input | output} bps burst-normal burst-max conform-action action
exceed-action action
router(config-if)#rate-limit output ?
    Bits per second
  access-group       Match access list
  dscp               Match dscp value
  qos-group          Match qos-group ID

NAPA7513-B(config-if)#rate-limit output 400000 ?
    Normal burst bytes
