Hello!. IKE is ISAKMP. ISAKMP is an older implementation of what is known now as IKE. IKE is a combination of ISAKMP, Oakley, Skeme. IKE establishes a secure framework for the distribution of public keys. It also defines how those keys will be generated. This combines ISAKMP (a protocol to establish a framework authentication and key exchange), Oakley (which describes a series of key exchange defining in detail the services provided by them), and SKEME (a key exchange technique that provides anonymity, repudiability, and quick key refreshment).
Hope this helps.
