After a very long trial and error procedure and a bit of luck, I finally figured this switch out!
There are no commands to setup VLANS from the command-line on this switch. You must use the TrueView Manager software which is available for free download at: http://www.madge.com/downloads-software-archived.asp Once on the page above, you want to download from the link: "Smart Ringswitch Software R4.3 - Dec 00 (for RS Plus and RS Express only)" When you open the download, the software will install automatically.
