I've never heard of NIC Number or NIC Network Number so I have no idea
what they're talking about.  In the first instance, perhaps they're
referring to the MAC address.  In the second instance, perhaps they're
referring to the IP address associated with the NIC.  These are just
guesses, though.  I think those are pretty imprecise terms.

Network Boundary probably refers to the classful network boundary. 
It's the classful major network to which all subnets belong.  For
example, all IP addresses that start with 10 belong to the 10.0.0.0/8
classful network.

They might also be referring to a supernet, which is simply the summary
address for multiple more-specific prefixes.

Some context would help us decipher the exact meanings.
