Things like serialization delay, propogation delay, ingress & egress queuing affect links. Also, when dealing with ICMP, keep in mind that the far end router needs to process and respond to the query, which might take a lot longer than it would for the router to forward a packet. Hence, your ping latency may not equal the transit latency for normal packets.
