I don't think you can disable TTL processing on a Cisco router. It would be a very bad idea, to start with, and it wouldn't necessarily hide you from external customers anyway. They could do a Record Route or a variety of other things to know that you're there. If you want to stay hidden from trace routes, the easiest thing to do is implement an ACL, but you said without ACL, so here's another idea: You could tunnel the traffic through your network.
