If you are seeing read only @ the Sho Ver, then odds are you have run from FLASH IOS. The 2500 was initially a run from RAM device, but due to their limited memory of 16/16 have been written into more of a hybrid mode.
What does this mean? Boot the router into boot mode (no rommon with this device). Once in boot mode, go to enable and erase flash. Once the FLASH has been erased, set an IP address and download the IOS of your choosing. Next, change the config-reg back to 0x2102 and reload the router. The new IOS code should appear and the FLASH should again appear as read only. All the best!
