Neil, I think that you can in fact connect a key sytem to a FXS port. If you have the book "Cisco Voice Over Frame relay, ATM and IP" in page 129 figure 5-13 it shows the connection of a a Key system via a FXS. Do a search on cisco web for Key System and you will see a few examples.
