It's not a simulator, but a full UNIX router implementation under GNU. There is a commercial version called IPinfusion. You can program it to generate errored BGP and the like, which is useful in troubleshooting practice. It isn't limited to one originating AS per box, as you can also create specific updates and re-send them. It was our main test box at Nortel Research.
