Yes, decreasing it was the general idea (although I'd like to know how to
increase it just for general knowledge).  I'm cheap, so I use Ethereal as a
PA.  I'm not sure I could graph spots or holes using the analyzer (other
than just looking at the timestamps I guess).  Haven't really thought about
it.  I was actually shooting a little lower than that.  I was planning to
use any one of many download benchmarking sites/techniques.  The idea was to
get an average speed and then tweak the window, so on and so on.

The key is present on my machine but is basically empty.

I'm beginning to think that 64K is now a default minimum.  I've follwed tech
notes from both MS and Cisco as well as a few third party folks.  None of it
worked.  I'm going to try cranking it up to see if there is any change in my
reported rcv window size.  If I do see the change, I'll safely assume there
is a 64K minimum or a bug (at least in W2k Pro - I haven't tried it on my XP
Pro or XP Family machines).
