This is the way it is supposed to work. Out of the box, without
intervention, loopbacks are considered stub hosts in the OSPF world.

The intervention which corrects this is the command ip ospf network
point-to-point, a knob that was added in 12.x seemingly for the purpose of
giving CCIE Lab candidates a break. ;->
