I just found on this URL on the cisco's web site and as many of us suggested the following could be one of the reasons :
http://www.cisco.com/warp/public/104/dcprob.html On the bri interfaces 1. Encapsulation should be ppp and " no peer neighbor-route" should be configured. 2.
