Alex, Not at all true ... Sprint (unless this has changed) will filter at the /22 and will make no exceptions. Other providers such as UUNET/WCOM filter at the /24 ... so traffic will prefer UUNET if in the scenario ISP 1 = Sprint and ISP 2 = UUNET. I have first hand experience with this ...
