The debug cdp command could get nasty indeed in a large network. I don't think it would be practical for what was being asked. When I first saw the 'debug cdp ip' command, I misread it to say something about DDR. Having done some DDR, I was mystified. CDP is often disabled on DDR links. ODR is something altogether different apparently. I'll read the full text soon. Just brushing over it was an eye-opener though. A purely L2 protocol to transport L3 reachability. It actually looks like it might be useful for small spoke sites. Hmmm...
