I've got these statements in there, but it still wouldn't work

aaa authentication login VTY local-case enable
aaa authorization exec VTY local

login authentication VTY

Make sure you have the following configured:

aaa new-model
aaa authentication login default local-case
aaa authorization exec default local

It won't work without the authorization.
