With CQ you can reserve 20% for each class of traffic. As far as I remember, if one class do not have traffic, the router will not lose time serving this queue, so it will go back, faster, to the other queue.
Also, this treatment will occur in case of congestion. With this approach there is no guarantee that a class traffic will use just 20%. From what I understood, that is what you want. In the other hand, if you want to limit the traffic, use CAR.
