I haven't had any issues with IOS; my issues have been with the cards themselves. In one case, after replacing the WIC-1ADSL 2 times, I was finally able to get a good WIC-1ADSL card that didn't have some kind of hardware issue. TAC said they didn't have any cases of bad cards, but the reseller I bought the cards from indicated that there a few batches of these WICs that went onto the "street" defective.
This experience was over 9 months ago, so who knows, they may have taken care of the problem.
