If you are using MSFC2/PFC2, the PFC2 (does layer 3 wirespeed 'forwarding' between Vlan) will have a FIB (forwarding information base), which is a copy of the RIB (routing information base). The RIB is built on the MSFC2 (router functions).
Even the first packet between Vlan 1 and 2 will be wire speed because the FIB will have an entry saying what is the next hop and the layer 2 header it should use.
