It's a multicast. All devices in the broadcast (multicast) domain will see these packets, unless you do some filtering or have a smart NIC that knows better than to pass a packet for which it has not registered up to the operating system. Many PC NICs aren't that smart. I doubt it's ICMP. 224.0.0.2 is used by routing protocols.
