If we decide upon some broad processes (simple ones I hope) we can implement a workflow engine to support them.

A workflow engine will allow tracking of jobs or cases, e.g. "resolve editorial dispute", or "review new article" and allow auto or manual assignment to individuals and groups. See http://www.workflowpatterns.com

I agree that the process should be kept as human-oriented as possible and use, or at least heavily draw from, the best models in existing human systems.  The wiki will not support this very well, but we should invest in developing a supporting technical system. Is this worth exploring?
