  Subject: CAF2706 PROPERTY TAX

  Hello ALL,

We have seen numerous views on BBMC's property tax issue. During friendly
chat with friends, many worries about the new scheme were talked about. I would
like to point out few points to the notice of all of you. Can the members give
your inputs so that these worries could be addressed?

1.. The prevailing property tax scheme "SAS in city and CVS in CMC area"
was a perfect scheme to pay the property tax. When a scheme has proven its
merit why should it be changed?
2.. The present scheme eliminated the dreaded tax assessor and tax
collector from our life. It appears that the new scheme re-introduces these two
unwanted elements. This is a very big worry among the genuine tax payers.
3.. What is the additional benefit of the new scheme compared to the old
scheme
4.. By introducing the new scheme, how it is that BBMC will improve the tax
collection.
5.. The tax year of 2008-2009 is getting over and the New Year 2009-2010 is
going to start. How the middle class will manage to pay both year's tax in a
short duration.
6.. There are few who paid the tax for 2008-2009 in April and May. What
will happen to such prompt tax payers? Over the years prompt payment of tax,
creates unwanted difficulty such as the revenue clerk claims non-payment and we
have to run around in circle to prove that payment is made well in advance.
There are instances that the bill books of the revenue departments were
misplaced during Ayudaha puja and similar such events and the tax payers are
harassed to prove that they paid the tax.
7.. The Government and other self help organizations like CAF and all other
organizations failed to educate the people about the new tax rules. The people
mainly depend on rumors for information about these proposals.
8.. All self help organizations failed to educate and prepare people for
"RESISTANC" against unacceptable rules and regulations which the government
tries to impose on us. All these self help organizations have become
lip-service movements without leadership qualities and only helps the
promoter's ego.
9.. These are few of the feelings of aggrieved middle class citizens in
Bangalore who do not know how to react and resist such draconian rules and
reintroducing the dreaded tax collectors and tax assessors
10.. Please note, most of the people are not against marginal increase in
tax, but the payment shall be in par with all citizens based on the property
and chances of undue favours to few shall be eliminated. Tax could be paid
easily without harassment and once paid the matter should be settled totally.
CAN ANY OF THE MEMBERS CORECTLY EDUCATE THE FEW PEOPLE THRO THIS MEDIUM ABOUT
THE NEW TAX CONCEPT AND IT'S ADVATAGES AND DISADVANTAGES IN SIMPLE LANGUAGE.
