There were a couple of mails on ends and means. These were surprising. In
the land of the Mahatma, someone [I do not recall who] has quoted a
communist leader’s black / white cat analogy to show how ends justify the
means.



Strange, how this went un-noticed among Gandhigiri friends!



In the case of ABIDe, it is not just a case of ends justifying the means.
The ends also need a closer examination. I am sure that the plans [without
reference to planners] would be soon questioned. There are many things in
the ABIDe plan that is disconcerting. More on this later.



For now, apart from ends and means, [I think that all ABIDe members would
swear by Gandhi – some have even adopted his “Be the change you want to see”
philosophy], let us consider why ABIDe is only envisioning expenditure and
not looking at resources? The catch is in the small phrase “user fees” – “no
free lunches” philosophy, except when singing praises to the efficacy of
NGOs involved in mid-day meal schemes, they are silent on the Constitutional
aspects of the current property tax law. Surely, those who have drafted a
Nagaraja Bill, could not be unaware of how this law has usurped the
authority of the Municipal Council and its elected reps, and vested the
power of taxation in a mere bureaucrat. Their silence speaks more than any
words could! It is the deafening silence of expediency!
