There seems to be 2 main planks on the "Abide is bad" argument"
a)Non constitutionality
b)Lack of bottoms up/people's participation.
There could be a third ..that the plans themselves are "elitist" and
non amm admi..but that has so far not been argued fully since there
has actually been no debate of the plans themselves.
So my take..
a)Non constitutionality.
Saying it is non constitutional does not make it non
constitutional ..I think we all know that there is only one body in
the land which can pass a undisputed judgement on this..the supreme
court.So at best it can be an opinion, but cannot be uised to hijack
an organisation's overall approach to Abide.
So whoever believes it is unconstitutional , please file a Writ/PIL
in the supreme court at your cost and meanwhile desist from using that
argument, at least to stall engagement.
This is especially so ,since that there are others who look at Abide
as probably an advisory/coordination body constituted by the CM, who I
believe has powers to do so.
b)Non participation;
Now this is a tougher one.There is no one in this forum who will not
agree to the participation principle, but to the best of my
knowledge , no one ( at least in india) has cracked the participation
model in an environment which is multi- cultural, highly
diverse ,economically lopsided,politically volatile,with a corrupt
beuracracy and political class and lastly an "unconcerned with
governance" aam admi.Not even half substantionally.
So while it is fashionable and highly effective ,for those in social
activism to raise this bogey ..to not engage on this ground , seems
to be a little perverse logic ,,
It goes something like this...
I will not participate because u did not ask me in the beginning..and
now when u ask me to particapate it is too late and i will not
participate.
In other words where do we start if not engage??
Note:If it is indeed true that the CM made a direct request that we
bring some of our concerns( was it property tax?),to Abide forum..and
the fact that we did not, smacks of utter arrogance and disregard for
basic courtesy.I do not think we should be talking of constituition
and particpation principles if this indeed was the case.
One last thought:
Abide will fail because the beuracrat (who by the way constitutes more
than half of ABide), will make it fail.Because essentially it is a
body constitued to make the beuracrat work ,be answerable and
imaginative.He will resist fully and by the looks of it the beuracrat
has another ally ..the CAF.
