The pun is intended. Among all the states in India, Karnataka is perhaps the ONLY one that has experimented with BATF / ABIDe type institutions. This experiment is now almost a decade old. What does the State have to show for it, as results? Recently, I drove down to Chennai along National Highway No: 4. Along the Karnataka portion of this highway, I could barely do 60 KM per hour. There was little or no signposting. Long stretches of the road were under construction. Where there was no construction, the roads were in poor condition. As I entered Andhra Pradesh, there was a distinct improvement. I could increase speed to 70 / 80 KM per hour. The Tamil Nadu stretch of the highway was a revelation. I could drive at 110 / 120 KM per hour. There was excellent sign posting, the road condition was top class. In Chennai, the traffic is better regulated. Even at peak, hours there were very few jams. Most parts of the City were not congested. Simple things like, ‘free left turn’ seemed to do the trick. We have an IIT graduate, as the Traffic Commissioner, and IIM professor and another IIT graduate advising / looking after B-Trac. With all the studies here, use of IT, B-Trac and what else, why is traffic management here, so miserable a failure? Incidentally, Chennai has solved its water supply problem. There is 24 / 7 supply, without World Bank or IMF aid or conditionalities or user fees, pooled finance mechanisms, PPP etc! Tamil Nadu and AP do not have, and never did have, BATF or ABIDe!
