Extract/Transform/Load techniques including bulk select, bulk insert, arrays
and dynamic SQL; plus demonstrated experience developing and testing maps in
Oracle Warehouse Builder (OWB), data versioning techniques, and developing
detailed incremental ETL processes.





3. Four or more years demonstrated development and testing of complex
reports and cubes against Oracle databases using tools such as Cognos 8 and
PowerPlay, including implementing multi-layered security through Cognos.

*Evaluation Information: *The technical evaluation will constitute 70% of
the total evaluation and consist of the following factors:  (1) desirable
experience, which is listed in the order of preference as determined from
reference checks and resume review; (2) extent of mandatory requirement
experience as determined from the resume review and reference checks; (3)
inter-personal and communication skills, as judged from the personal
interview.  The Client  reserves the right to initially rank the candidates
based on the nature and extent of desirable and mandatory experience

*DESCRIPTION:*  Client is a web-based application using .Net technology. It
tracks juvenile justice youth through detention facilities into OCFS
placement where they go through Intake, Residential, and CMSO (community
multi-service organizations) programs and services, and also provides an
automated financial/billing module.

Client  moved into Phase 4 development in April 2010.  The first three
phases included a full system re-write (deployed in July 2007) based on the
legacy system developed in the 1970’s, plus many functional enhancements.
Phase 4 is defined by the priority system enhancements required to support
program improvements in Client facilities as required by the federal
Department of Justice (DOJ) settlement agreement, as well as many additional
functionality enhancements to support case management and other operational
processes throughout OCFS’ juvenile justice system.

 Examples of priority work to be completed in JJIS Phase 4 include, but are
not limited to:  a comprehensive youth interventions/counseling module to
include individual and group interventions, single working diagnosis, and
psychotropic medications tracking support; Imaging; Unusual Incident Report
(UIR) system re-write and integration; Treatment Team form automation;
transitional planning support; additional restraint reporting from the
Automated Restraint Tracking System (ARTS, which is integrated with JJIS);
HIPAA compliance; and more.

 This request is for an Oracle Developer with report development
experience.  The person in this position will work on Client’s data
modeling/design, ETL, and validation within the OCFS enterprise data
warehouse architecture.  In addition, this person will assist with Cognos
report development, including creating packages, cubes and reports, and
applying security.  This position is needed in order to meet the vast
data/report requirements for Client  and related to the DOJ system
enhancements.
