*Project Manager*;

*Location:* Los Angeles, CA
*Duration:*  12 months
*Rate:* $ 84.50 per/ hr on c2c (MAX)

Target Start date: September 21, 2013
Target End date: September 20, 2014


The IT Project Manager will work closely with the Information Technology
Department and staff to provide project management, system administration
and user support services.

This position will be the main point of contact for the planning,
implementation, and support of IT applications, including:


1.  Microsoft Dynamics Customer Relationship Management (CRM),
2.  Governance Management Systems (Agenda, Granicus Web Streaming, and
Electronic Voting),
3.  EmergingSoft MeetingPlanner (Meeting Management software),
4.  Microsoft Visual Studio and Team Foundation Server, and
5.  Other IT projects and applications, as practical and as organizational
objectives and priorities change



II. Tasks:

1) Project Management and Business Analysis
1.  Develop project charter, statements of work, statement of objectives,
roles and responsibilities, meeting materials, and other project
documentation for IT application development and implementation efforts
2.  Gather and document business and system requirements and business rules
from end users, other stakeholders, and technical staff
3.  Schedule, manage and document project team and vendor meetings
4.  Report on project status, issues and budget at regularly scheduled
management meetings
5.  Manage release planning including documentation of user requirements,
enhancement requests, bug fix, and design for supported systems
6.  Coordinate and assist with testing and acceptance activities related to
supported applications. This may include preparation of test plans,
preparation of test environment, scheduling and test reporting
7.  Collaborate regularly with the Business Owners, IT Leaders, Governance
Teams, the IT Application Development Team, IT infrastructure vendor and
other stakeholders to ensure system functionality meets staff needs,
prioritize enhancement requests, develop release and project plans, and
achieve project objectives
8.  Manage project budgets and funding and work with IT management,
contract and budget staff as required to address budget, contract, or
funding needs
9.  Manage external vendor engagements in support of CRM, Web Streaming,
Agenda Management, Meeting Management and other IT applications
10.  Manage and track all project tasks and execute within required project
schedule and budget
11.  Manage project risks and issues and escalate to appropriate project
team members as needed
12.  Provide technical guidance and oversight for all activities associated
with the implementation of new systems
13.  Perform market research for new applications including add-on tools
for existing systems
14.  Ensure that IT best practices are adhered to by vendors and other team
members

·     Assist CIO, Senior Administrative Assistant, Application Development
staff and Contracts staff with preparing software purchase requests related
to assigned projects. Coordinate delivery and installation of software with
selected vendors.

·     Develop and champion all related policies and procedures for
successful implementation and utilization of supported systems

·     Facilitate knowledge transfer to technicians, Help Desk and other
support staff



*User Support*:

1.  Respond to application support requests in a timely manner between the
hours of 8:00am and 5:00pm PST Monday through Friday
2.  Coordinate technical support for end users, including initial problem
assessment and escalation to second- and third-tier support. Follow-up on
all support issues until fully resolved.
3.  Maintain and enhance help materials and/or system knowledgebase to
improve problem resolution and tracking for supported applications.
4.  Coordinate and assist with training of end users and develop training
materials as needed.


*System Administration*:

1.  System Administration including account management, document and
security role configuration
2.  Maintain current knowledge of features, functionality and latest
developments for supported systems
3.  Provide technical guidance for utilization of system tools as they
pertain to other application development projects



III. Qualifications:


*Required Experience and Skills:*

1.  5 years of related work experience required, preferably in software
admin and project management roles supporting IT Application Projects
2.  Superior analytical and project management skills, with attention to
detail and follow through
3.  Ability to multi-task, prioritize, take on responsibility and work well
under deadlines
4.  Demonstrated ability to work independently to lead IT projects and
research and resolve problems
5.  Strong interpersonal skills with strong customer service orientation
and demonstrated willingness to work in team environments
6.  Very strong verbal and written communication skills with the ability to
clearly and simply articulate concepts, messages and strategies
7.  Excellent meeting facilitation and scheduling skills


*Desired Experience and Skills:*

1.  Project management certification or formal project management education
or training
2.  Prior experience with or knowledge of Microsoft or other CRM, Microsoft
SharePoint, Visual Studio, Granicus Meeting Efficiency Suite (Web Streaming
and Minutes Management), Microsoft SQL Server, Reporting Software (eg.,
Crystal Reports) and/or web technologies
