Application needs to have extensive knowledge of HL7 using Orion Rhapsody
Expert for Electonic Lab Records.  The chief task associated with this
position is to assist with development in the Orion Rhapsody version 4.1.1
integration engine for incoming data that may need to be routed to various
IDPH programs and information systems. This role will require the following
skill sets:



A.  Use Orion Rhapsody version 4.1.1 to receive incoming electronic
messages in various formats, which may involve the following:

i.    preparing a web services route

ii.   automating retrieval of attachments from a Direct™ messaging mailbox

iii.  validating the message

iv.  acknowledging receipt of the message or rejecting the message &
sending an alert to IDPH staff of the error message



B.  Use Orion Rhapsody version 4.1.1 to transform a received electronic
message from one format to another format.



C.  Evaluate a received HL7 2.5.1 test message against the IDPH
Implementation Guide and ELR Constrained Profile and provide feedback to
the sender to advise on compliance with the IDPH implementation guide –
this is a technical document defining the specification of a message
submitted to IDPH.

Using SharePoint 2013 and related technologies (InfoPath, FIM, UAG, Adobe
PDF, etc) as needed, create a branded site collection with one public site
and multiple private sub sites (from a common template), where each one is
restricted to the users from a specific Participating Organization (PO).
Each private site will contain a document library for storage of their
signed Participation Agreements (PA) and provide communication,
collaboration & document exchange functionality for both IDPH and the PO.
Additionally the solution will need to capture & store the information from
the PO, and use it to generate the PA as a PDF document that can be
digitally signed by both the representative of the PO and the IDPH
Director. The PO must also be able to update much of the information that
was originally captured about the organization, such as the names and
addresses of their providers and clinic locations, etc.  SharePoint
Workflows and procedures need to be designed and developed to guide the PO
and IDPH through the process  of creating, signing and approving (or
rejecting) the PA, creating the PO’s sub site, and accounts for PO’s users
in both automated and manual processes.  The PO’s users need to be able to
reset their password and possibly perform some minor account maintenance to
their own accounts through IDPH’s installation of FIM (currently being
rolled out).

*JOB DESCRIPTION:** *

This resource will work as a manager for multiple, concurrent, short term
and long term positions.  This resource will help to facilitate regular
weekly meetings with stakeholders and IT managers.  The PM will track
timelines, provide status reports and report on the general state of the
projects.

The resource will conduct a daily scrum, work with a large team consisting
of onsite and offsite resources.  Projects will vary in nature but
application development projects will consist of the SQL Server 2008
backend and a Java frontend.

Some type of project experience with a publishing background would be
beneficial as many projects process data and produce text.

The position requires some requirements gathering and the ability to
initiate projects and execute through the entire system development life
cycle.   Emphasis will be on the ability to assess current processes and
identify the proposed process changes.

a short term (approx. 2 month) contractor assignment. The selected
candidate will work with Solutions Architect as project manager for an
Office365 pilot phase of a program to migrate the State enterprise mail and
productivity suite to the cloud. This effort is in a planning phase so the
candidate will pick up effort in progress and carry through build,
