*Job Responsibilities/Tasks:*
The three projects include rewriting the county and municipal Liquid Fuels
Tax programs for Bureau of Municipal Services, interfacing with Bureau of
Public Transit’s capital planning tool, and aiding in the creation of a
reporting area within PennDOT’s DW/BI area for dotGrants data that will
benefit all five bureaus that use dotGrants. The solutions will be
developed using .NET.
During the 12-month engagement, the consultant will develop, implement and
support the above four projects.
Specific Duties:
1.Serve as a senior developer of complex n-tier applications using
Microsoft Visual Studio 2008, .NET Framework 3.5, C# and ASP.NET.
2.Perform a leading role in the design and develop user interface, service
tier and data tier components for complex applications, including
server-based web applications.
3.Utilize object oriented architecture to create reusable components for
consumption by other development teams within PennDOT
4.Perform a leading role in the design and development of normalized
transactional databases, stored procedures, functions, views and other
database structures in SQL Server 2008
5.Perform a leading role in the unit, system, performance and user testing
of applications.
6.Perform a leading role in implementing and supporting web applications,
including working with infrastructure teams on deployment, troubleshooting
and support.
7.Participate in project planning and management, including developing of
timelines, leveling of resources and managing of tasks for quality,
schedule and budget.
8.Meet with end users and technical staff of all types to gather business
and system requirements and to provide end-user support for applications in
production.
9.Ensure that the application solutions developed satisfy the business and
technical requirements and standard testing procedures have been followed
10.Collaborates with business and technical experts to ensure solutions
support PennDOT’s strategic plan

Types of projects this position will work on (experience with all
technologies strongly desired) - Troubleshooting/supporting SMS clients on
approximately 1000 desktops and 400 servers, SQL (migration from
2005-2012), ongoing server upgrade projects (upgrading from Windows Server
2003-2008), rewriting VB scripts pulling from WMI and Active Directory
2008, optimizing SharePoint 2008 (this project would likely be "consulting"
only), and Tivoli upgrading ("consulting" only).
This position requires strong multi-tasking, the ability to wear multiple
hats and transition quickly while prioritizing workload. Strong project
management skills as well as exceptional communication skills are critical.

This resource will be responsible for providing technical expertise on
PeopleSoft development for these Financials modules. The candidate will
also evaluate, direct and support PeopleSoft system enhancements.
*Responsibilities Will Include:*
· Technical design, development, testing, tuning, and migration of
modifications and enhancements.
· Interaction with users to troubleshoot problems and gather
requirements.
· Track and document changes to functional and technical
specifications.
