*General Description:*


Individuals within the Technology Consultant job family maintain the
broadest range and depth of knowledge in their respective area of expertise
within the IT organization. This job family is comprised of a specialized
team of internal high-level subject matter experts who keep abreast of
emerging technologies and influence strategic decisions regarding technical
direction of the business.



Technology Consultants contribute to solutions that may span the full
spectrum of IT hardware and software. Candidate may create prototypes and
lead initial development or enhancement efforts. Candidate provide
recommendations regarding technology, vendors, outside consultants, and
trading partners. Each individual concentrates on one or more areas of
technical expertise. These areas usually focus on systems that
significantly impact the effectiveness of the organization(s) existing
technologies. As technical advisors to internal or external clients, these
individuals understand current systems and how IT strategies support client
business strategies. Candidate often reduce the need for external technical
consulting expertise. Additionally, Technology Consultants provide
assistance with escalated issues, mentor others within technology-related
areas, and provide subject matter expertise on various project teams.



Technology Consultants are considered resources for the organization at
large, and their responsibilities often go across organizational lines. As
such, it is critical that they approach issues with both technical and
business expertise. Candidate frequently must influence people over whom
they have no direct control, as candidate help define strategic technical
and business plans.



*Work Complexity:*

- Consults on multiple projects/programs as a subject matter expert of
existing technology.

- Consults on and helps drive new technology direction.

- Consults on cross-divisional technology solutions.

- Consults on highly complex tasks, projects/programs or support issues
that involve a high degree of risk/impact to the business unit performance
and makes use of the individual's high level of knowledge within one or
more areas of specialty.

- Typically does not provide administrative or management type support.



*Education/ Experience*

- Bachelor's degree in computer science, information systems, computer
engineering, systems analysis, or related field required. Master's degree
in computer science, information systems, computer engineering, systems
analysis, or related field preferred.

- 7 years of experience in multiple technology areas required.

- Demonstrates strong knowledge in one or more major technology areas.

- Knowledge of the business required.



*Specific Responsibilities:*

- Expert level JAVA architect/developer with hands-on experience analyzing,
designing, developing and maintaining large scale, complex mission critical
applications in a multi-platform J2EE, J2SE, and web systems environment.

- Works with the front-end web developers, DBAs, and infrastructure
architects to deliver a rich experience for users.

- Designs and codes solutions which interact with complex databases and
communication protocols.

- Acts as a solution architect with future proofing and re-usability of
code in mind and fully aware of the effects of certain coding practices.

- Interfaces with senior technical staff to explore and suggest strategic
technical solutions.

- Leads, mentors, and coaches teams of technical resources with all ability
levels. Understands team strengths and weaknesses and works to add support
to the team where needed.

- Interfaces with all levels of the organization; understands the strategic
business direction and desired outcomes. Promotes the best functional and
technical solutions balancing business requirements and technical
standards/constraints.

- Monitors work against the production schedule and produce progress
updates, reporting issues or technical difficulties to senior colleagues
routinely.

- Responsible for individual and team work quality.

- Ensures appropriate quality standards are applied to all design and
development work with required technical documentation completed to
standards.

- Ensures all work done by the team is tested, well documented, and
accessible to all parties.



*Required Skills/Experience:*

- Minimum 7 years JAVA/J2EE/J2SE development experience, preferably gained
on multi-tier web-based business applications.

- Minimum 3-5 years in an solutions architect role.

- Minimum 3-5 years in a technical lead capacity.

- Minimum 3-5 years Oracle development experience including SQL, stored
procedures, and custom functions.

- Experienced using industry standard Java IDE's.

- Experienced in delivering large, complex business solutions.

- Solid understanding of information security standards and experience in
delivering best-in-class distributed security components as part of the
broader solution.

- Knowledge and experience of working with Spring, Hibernate, Struts2,
Maven, SQL, XML, Tag Libraries, JSPs.

- End-to-end understanding of common SDLC models and artifacts, including
Agile.

- Demonstrated ability to quickly and effectively understand and translate
product and business requirements into complete technical solutions.

- Excellent documentation skills, experience creating multiple conceptual
and detail design documents.

- Comprehensive unit and functional testing experience to ensure design and
code quality.

- Experience in project based and team-focused working environment.

- Able to apply structured thinking, simplifying complex problems into
component parts.

- Able to think ahead in order to establish an efficient and appropriate
course of action for self and others.

- Excellent communication skills; able to get one&#38;amp;#38;amp;apos;s
message understood clearly by adopting a range of styles, tools and
techniques appropriate to the audience and the nature of the information.

- Experienced in interacting with all levels of organizational leadership,
including `C- levels.

*Preferred Skills/Experience:*

- Understanding of Client SDLC and associated artifacts

- Experience in the healthcare payer industry

- Experience in Service Oriented Architecture development

- Experience developing customizing code interfaces to COTs solutions

- Hands-on experience creating use cases, class, sequence and deployment
diagrams using Rational Tools



*Education/Training:*

- Bachelor's degree in a related field preferred.
