The Developer should have leadership qualities since there is a chance this contractor will be groomed for a lead position down the road. Ø Contract staff will work at the direction of ITO staff and will be required to contribute in all phases of project development. Ø This includes working with users, documenting system requirements, prototypes, design, develop and implement the Web application within the ITO RUP protocols and procedures.
