The role would be for someone with Healthcare experience and in particular working with Health Plans who are qualified under the Affordable Care Act. *Job Summary and Dimensions: * The Senior Program Manager / Team Lead role provides a unique opportunity for the selected candidate to provide critical oversight and leadership in managing the overall technical and operational design of a software system supporting client to participate in the Federally Facilitated Marketplace (FFM) as a QHP (Qualified Health Plan) effort including deployment activities. The role requires great communication skills, analytical and entrepreneurial skills that would be standard to a good Senior Program Manager; as well as, the rigor, strong attention to detail, well-honed PMO skill set and personal results ownership characteristic of an excellent project manager. This position promises to be an exciting and rewarding opportunity by being at the forefront of activities related to implementing Health Care Reform on the state and national level. It is expected that the individual has experience in managing large scale enterprise systems design, selection, gap analysis, implementation, deployment and change management. He / She must understand the key technical aspects of the software development lifecycle and integrating third-party COTS (commercial off-the-shelf applications) and have strong attention to detail to produce and oversee clear documentation for government mandate deliverables. *Primary Objective of Position: * Under general supervision and reports into the executive team, works with product teams on solution capabilities and enhancements based on customer, industry and team recommendations. Provides the program management, leadership and accountability for the delivery of a QHP solution for the client. Participates in the full life cycle of the solution, works with a fast paced, multi-vendor, high performance team to produce a well-managed, monitored, and resilient infrastructure and hosted applications and systems based health insurance programs targeted at Florida based customers. *Job Responsibilities: * · Program Delivery: Propose technically feasible solutions and work closely with customers to implement customer projects. Establish success criteria and act as the single point of contact for the customer for all program issues and program deliverables during the systems design, integration UAT testing and deployment. · Provides program and delivery guidance on new and enhanced software application systems to support the growing needs of the QHP. · Facilitates discoveries sessions for Work Breakdowns and Work Streams · Creates and manages the Master Plan · Manages the day-to-day operational and tactical aspects of multiple and large scale projects/initiatives. · Prioritize projects and requirement requests, manage program progress and follow through to resolution. · Attends the Executive Steering Committee and provides status updates · Minimizes exposure and risk across multiple projects. · Manages scope and mitigates risk across projects. · Relationship Management: Work closely with Support teams, Engineering, Product Management and Outreach professionals to resolve operational, technical & business issues that arise. · Provide management reporting requests and integrating the requests into the information technology and operational deliverables. · Team Development: Identify areas of improvement that help scale the group, implement best practices, and improve overall methodology to deliver high quality integrations. · Provides management of program staff to insure the appropriate level of support at both business, system & user levels. · Coaches and Mentors new project managers and contractors on the PMO Processes *Qualifications:* · At least 10 year years of complex multi-vendor solutions delivery experience within a top five or other major consulting organization in progressively responsible positions, including experience as a project team lead or as a senior program lead. · At least 10 years of experience with project lead experience with a proven track record of successfully delivering projects for Fortune 500 customers or State Governments; experience working on and managing enterprise scale IT projects or equivalent experience. · Familiarity with regulatory requirements for deploying systems in state government departments preferred but not required. · Project Management skills (PMP certification a plus). · Strong familiarity with project management disciplines and tools, especially as they relate to IT development/deployment for Enterprise software – MS Project expertise is preferred · Minimum of ten years of progressive engineering experience as an I.T. or project manager · Minimum of 5-7 years’ experience directly supervising staff. · Knowledge of systems software engineering, operating system, distributed systems, accompanied by broad knowledge in a number of other technical areas (e.g. hardware, networking, security, software and system integration, etc.) is required. · Experience working on enterprise scale projects with direct client exposure · Experience in one or more web development methodologies, and/or architectures and application architectures. · Security experience a plus such as HIPAA · Must possess a good understanding of consulting best practices · Must have excellent client, development and technical skills, expertise experience. · Must be action oriented, capable of solving complex technical problems; able to communicate clearly and effectively to both technical and business audiences. *Job Requirements / Skill Sets: * · B.A in Business Management or information technology or related field or a like combination of education & experience. · Solid experience in Developing Budgets, Coaching, Supervision, Staffing, Project Management, Management Proficiency, Process Improvement, Tracking Budget Expenses, Self-Development, Planning, Performance Management · Strong analytical and problem-solving skills. · Excellent verbal and written communication skills. · Strong project-management skills. · Ability to work to a deadline and manage multiple tasks simultaneously. · Ability to listen well and to elicit comments & ideas from staff at all levels of the organization. · Proficiency with Microsoft Office applications. · Ability to inspire staff to achieve goals and encourage continual improvement. · Effective decision-making skills. · Ability to set an excellent example through integrity and honesty. *Thanks & Regards* *James* |Talent Acquisition - Manager | V.L.S Systems Inc.
