Role: Project Manager Duration: Above 13 months Location: Brooklyn, NY 11201 Only Candidates with GC/EAD-GC/USC SCOPE OF SERVICES: · Conduct post-implementation reviews of systems and audits to determine whether project artifacts are recorded, accurate and documented completely and properly. · Evaluate controls for billing and inventory systems and are in compliance with the City's policies, standards, procedures and applicable external requirements. · Provide issue reports citing process needs, compliance issues and analysis of technical, fiscal and contract issues as they occur. · Provide quality assurance and ensure process are in alignment with functional needs and that processes, tools and personnel areexecuting reporting, contracting and billing processes effectively. · Report audit findings and make recommendations to key stakeholders to communicate resultsand effect change when necessary. · Provide input into scope development process for component projects. · Assist ECTP, as required, with development of special studies involving the E911 system, e.g.,budgeting forecasts. Telephony subject matter expertise: · Serve as a Subject Matter Expert in routinely briefing key stakeholders on different aspects of assigned initiatives in relation to E-911 operations. · Provide technical telephony and telecommunications input to the strategic direction adopted by Dain. · Verify, provide assurance that vendors' support strategy and services model meet the City's strategies and objectives for services and support. · Support the development and implementation of an ongoing strategy to continually improve telephony vendors' service organization as the public safety technology environment evolves. · Plan specific audits to determine whether information systems are protected, controlled and provide value to the organization. General: · Provide City's project team with critical project data, analysis and recommendations. · Work directly with vendors to manage issue resolution; escalate issues as appropriate within the Program governance structure. · Facilitate briefings to City's project team, key stakeholders on issues as required. · Develop specific analysis and documentation as required. · Provide issue analysis and recommendations as required. · Participate in weekly meetings with e911 system vendor (including but not limited to billing,change management, service level agreement, audit, etc). · Provide subject matter expertise regarding E911vendor contract issues and assist with project and change management issues. · Provide analysis and assessment to ECTP on all E911 vendor proposals for additional work as well as plans for addressing anticipated and unexpected project activities. Key Activities: • Data collection • Documentation • Analysis of data, proposals and reports • Oversee scope delivery MANDATORY SKILLS/EXPERIENCE: · At least 8 years of hands-on experience at senior level as telephony analyst, auditor and/or project manager. · Extensive experience in the following telephony areas: Technical Support, Project Management, Quality Assurance, Systems Design, Development, and Auditing.
