It should be named citrus-1.0.1.tar.gz - maybe it got cut off somehow. It's a gzip file that has been tarred up, you can ungzip/untar it in one step on most unixes by using the command "tar -zxvf citrus-1.0.1.tar.gz" If you download it to windows most of the free programs like winzip or 7zip should be able to open it.
