It should be, but if you don't get it all and have overlapping id numbers from new customers that were previously assigned to test customers that could make things look funny.
I'd probably leave it alone unless you made a whole bunch of test data that is taking up valuable space. The tables to remove data from would be the billing table, billing_details, billing_history, any _options tables for services, customer, customer_history, payment_history, tax_exempt, and user_services.
