I like to make things as drop-dead easy as possible, but sometimes
it's difficult for complex things to be made easier.  After
programming in it for 4 years I understand the slot machine of
billing/service frequencies like the back of my hand, but I run into
people who have had problems with it all the time.

The billing frequency is the number of months between recurring
invoices.   A monthly bill would be a frequency of 1, a bi-monthly
bill a frequency of 2, a yearly bill a frequency of 12.  The service
frequency is the number of months the service covers.  A service that
is monthly would be a frequency of 1, a service that is bi-monthly a
frequency of 2, and a yearly service a frequency of 12 etc.  Maybe
there is something else I should call frequency.  Maybe there is a
better way to present it to the user, using a different name for it,
or a different view of things?

Once you've added your own billing types and services into the system,
these freqencies are rarely ever dealt with again except when adding
more service types later on.
