Only the invoices with a Next Billing date of that date will be generated (using email, or printed, or credit cards)
You could prorate people everyone into specific billing dates each month by giving them a specific prorate cost amount to put them on a specific billing cycle, say the 1st or 15th of every month. This would have to be done manually for each customer to get them into a billing cycle, but then they would stay on that day of the month for each bill.
