No, citrus doesn't keep track of these things. You could make a service type that was 10000 SMS and then a service type for overuse that gets a usage amount of whatever is over the 10000, but you'd have to make a service importing system to determine what SMS's get counted under which service types. That could be shown on a bill after the fact, but won't be shown within the online account manager by citrus, you'd have to add that type of function to pull this info from where ever it is stored.
