Are hourly billed services often done straight through like that.
When I worked in web design there was an intermediate step that the
person doing the work keeps track of their time on paper, since they
might start and stop working on a client a number of times during a
day and inputs it into the system later as X hours for October 18th.
If one forgets to click the stop button, that would be a pain :)

I think there are task tray programs out that that do this kind of
task timing.  I guess it depends how those people work, do they clock
into and out of a client and those next X number of hours are for that
client only, or just figure it out at the end of the day.
