I tried it with easyphp 2.0.0.0 and it seemed to work fine out of the box. Make sure you created the database, easyphp includes phpmyadmin that should allow you to create a new database easily, by adding a new user, and checking off to create a new database for that user. Then go to that database in the list and use the import feature to import the citrus.sql file.
Then edit the config file to match the username, password, database name, and file path. If you get everything else right, but don't know the file path, citrus will tell you what to use as the filepath when it first runs. Also as you probably already read you'll need javascript enabled and password saving turned off.
