Here are the answers (in short form) of the three cittern  scholars I 
asked:

Urs Klauser, Switzerland:
Toggenburger, yes, but the tailpiece is not typical, so it could be 
older than 19th century.

Dr. Andreas Michel, studia instrumentorum:
Toggenburger, yes, probably 19th century

Dr. Josef Focht, Munich
the body maybe this old (18th century), built in the south of Germany, 
but the neck and stringing is not orgininal



so it probably was adapted in the 19th century to the current fashion or 
perhaps went to Switzerland and was altered in the described way.

PS: how often does the cittern net distribution fail? I had to ask Doc 
Rossi to forward my lost mail from sunday afternoon......
