Well, I don't think I know GBK enough. But you can try,
tar xf nsungt0-1.3.2.tar.gz
cd nsungt1-1.3.2/nsungu/
perl $APTATH/uni2sfd.pl nsungu $BPATH/UGBK.sfd nsungk cjkgbk
perl $APTATH/clonevf.pl nsunguv nsungkv
then you will get nsungk*.vf and nsungk*.tfm.
