Do I add this somehow in my .emacs?

I currently have lines like

but I suspect I should write something else?

Well, whether I am in emacs-mule or utf-8 encoding, when copy pasting
雉始雊 into my emacs window I get

雉始デ雊ダ

Only the first two chars come out right and emacs doesn't want to save
this, because neither mule-utf-8-unix nor iso-latin-1 works,
and emacs suggests to use raw-text. But if I do so, I see no Chinese
at all when opening the file again (this time starting with

%-*- coding: utf-8; current-input-method: japanese -*-
%-*- current-language-environment: japanese -*-
)

I am not sure how to add these two to my emacs setup either...
