It has been my experience that this kind of behavioir is fostered at a very early age 
by allowing puppies to climb.Never put puppies in unroofed puppy pens, or temporary 
soft sided fencing.This behavior will start at a very early age if allowed and then 
becomes a life long problem. Once puppies learn they cannot escape they abandon this 
behavior. 
 I now am able to keep all my Setters and Cavaliers raised in this manner confined 
with confidence in 4 foot high enclosures.Start tall and you can then contain them in 
much lower enclosures. All the Setters jump onto grooming tables into cars etc but it 
doesnt mean they will attempt to get out of an enclosure of similar height.
