Unfortunately, in the eyes of the law, your dog is a possession, the same
way your chair, table or car is.
I always find, or at least I would try to find the owner of a lost animal,
before I would turn the animal in to a shelter. I followed a dog for 8
miles trying to get it in the car, to no avail. Then we came upon a
construction crew and he jumped right into the pick up cab. The guy laughed
and asked me if I had time to find the owner rather then turn him in. I
took the dog to a local store (it was five minutes to five, and I could not
make it home in time) and called in his tag number to the county, they gave
me the owners' name and phone number. The owner and dog were united...yes
it was a man with a pick up. I have also kept a dog for three days until I
found her owner. I do call everyone and tell them I have the dog in case
the owner calls them. This is the best way to reunite them, if possible.
