The jaw chattering/quivering is not seisures.  They chatter their mouths due
to pain in the throat, that's all.

My mother has a Cavalier that chatters.  She does this when she is very
excited and not through any throat infection, ulcers, etc.  I have always
put this down to the fact that she was only 1oz when she was born.  We
fought to keep her with us and did not suckle particularly well.  She is
very tiny - the size of a medium sized Yorkshire Terrier - but absolutely
fearless and rules the roost over two very normal Cavaliers.
