At the risk of being flamed, one can not throw out the baby with the bath water.
While I do not advocate not doing health screening at all I certainly would hate
to see what happened to the Basenji breed happen to Cavaliers.

About 20 some odd years ago Basenji breeders tried to get rid of a fatal disease
in their breed, a type of hemolytic anemia. Breeders eliminated all carriers and
affecteds from the gene pool. While this worked to lower HA in the breed they
found themselves with a not only a lot more PRA but a high percentage of
Fanconi's disease which is also fatal and a severely decreased gene pool.
Luckily for the Basenji people AKC re opened the stud book and allowed native
African Basenji to be imported and introduced into the gene pool. Fanconi
syndrome is still a huge problem and not likely to ever go away.
