Yes it is Malcolm Burley, and his website is
<http://website.lineone.net/~malburley/>; the disorder is also known  (in
humans) as
Arnold-Chiari Type syndrome. There is also brief  information on the UK
Cavalier club site about this problem, and what is currently being done
about it.
