CLEVELAND, OHIO:  After months with no productive response from city council
members, Melanie Tierney reports that the proposed IMPOSITION of a 4-pet
limit is now up for a final hearing on Monday, December 10.

 December 9, 2001, Cleveland Ohio.  Limit laws are unnecessary to protect
the well-being of people and animals, are arbitrary and intrusive, penalize
responsible pet owners, force many caregivers to stop providing care to
homeless animals, put the lives of even well cared-for animals at risk and
undermine planned breeding programs.  Here is Melanie's request for help
 from anyone:

 YOUR HELP NEEDED TO DEFEAT PET LIMITATION PROPOSAL- CLEVELAND OHIO
 Cleveland City Council may pass Ordinance 214-01, which seeks to limit the
number of pets per household to four. The final hearing is set for Monday,
December 10 at 1:30 PM at Cleveland City Hall. 601 Lakeside Ave,

 FACTS ON ORDINANCE 214-01

 The ordinance was requested by the same agency that will enforce it. This
should be viewed as a conflict of interest. Rescue groups, breeders, and
multiple pet homes all stand to lose.

 The Public Safety Director and Chief Dog Warden both testified that it
would be difficult, if not impossible to enforce the pet limit.

Canine Friends of Cleveland and other animal advocacy groups testified
against the limit proposal. To date, recommendations submitted to Council
members on five separate occasions have not been addressed.

 Council President Michael Polensek requested a meeting take place between
the concerned dog and cat fancier groups and the City. The day of the
meeting, City officials abruptly canceled with no explanation.

 KEY PROBLEMS WITH THE PROPOSED ORDINANCE

 1. If passed, residents may have a maximum of four dogs/cats in
combination. This applies to rescue groups, breeders, dog trainers and
anyone else. Multiple pet homes will be grand-fathered in, but with no way
to track when a pet was acquired, pet owners will be at risk for enforcement
andpunishment.
2. The definition of neglect is so vague that an ordinary person could not
understand what is expected. If a law is to be fair and enforceable, anyone
should be able to read it and know what to do in order to be compliant with
the law.

 TELL CLEVELAND YOU OBJECT!

 If you are from out of state, we urge you to call, fax or e-mail, and let
Cleveland know you do not support communities with NON PET FRIENDLY
policies. Tell them you will take your tourism dollars elsewhere when you
travel.

 In-State and Cleveland Residents- This ordinance, if passed, will affect
YOU! Legislation, especially if passed in a major city, is often be adopted
by other communities throughout Ohio. Please contact City Council to voice

 LOS ANGELES, CALIFORNIA:  The Board Of Animal Regulation Commissioners of
 the City Of Los Angeles meets Monday, December 10, 2001, 419 S. Spring
 Street at 10:00 A.M with some interesting reports due from the Department
 of Animal Regulation, currently headed by Interim General Manager Jerry
 Greenwalt following the termination of the Reverend Dan Knapp due to
 extended absences for health reasons.  Enforcement of the infamous $100
 unaltered dog license/$100 breeder permit ordinance engineered by Knapp
 began in November of 2000.
