Back in the 80's when I bred my first litter of boxers, I was warned by an
experienced breeder about swimmers.  I was told the way to prevent this from
occuring was to 1) use towels rather than paper so that newborns can get
traction and use their legs when moving around and nursing, and 2) pick up
each puppy each day and put it down away from its dam and watch it crawl
back to warmth and food.  This exercise helped develop the strength of its
little legs and helped identify those puppies that were inclined to just lay
there.  If I had one of those, pick it up, hold it so its tiny feet just
touch the towel and "walk" it back to mom. Don't know if all of this really
helped, but it was fun interacting with the newborns.  Nothing like watching
tiny puppies sleep. :-)
